I'M DIRECTOR OF THE HE RESOURCE UTILIZATION DIVISION IN HUD'S OFFICE OF POLICY, DEVELOPMENT AND RESEARCH, WHICH I KNOW AS MOUTHFUL. BUT WE AT HUD ARE VERY EXCITED FOR THE THIRD YEAR OF THIS ANNUAL COMPETITION AND LIKE TO PROVIDE YOU WITH JUST A BIT OF A BACKGROUND ON THE THIRD YEAR OF THE PROGRAM. THIS IS A Little OF BACKGROUND ABOUT THE-- OF THE COMPETITION. WE CREATED IT TO ENCOURAGE INNOVATION IN AFFORDABLE HOUSING AND TO RAISE CAPACITY AND FOSTER CROSS-CUTTING TEAMWORK IN DESIGN AND COMMUNITY DEVELOPMENT. EACH TEAM CONSISTS OF THREE TO FIVE STUDENTS AND THEY'RE HERE TODAY, IN THREE DIFFERENT DISCIPLINES. ONE OF IT HAS TO BE A NON-DESIGN-RELATED DISCIPLINE. FOR EXAMPLE, TEAMS THAT WERE REPRESENTED INCLUDE LAW, CONSTRUCTION MANAGEMENT, REAL ESTATE, URBAN PLANNING, NATURAL RESOURCES, ARCHITECTURE, AND OTHERS. THE COMPETITION WAS DIVIDED INTO TWO PHASES. DURING THE FIRST PHASE, TEAMS PROPOSED SOLUTIONS, KEEPING FIVE GENERAL ELEMENTS IN MIND. PLANNING CONTEXT AND ANALYSIS, BUILDING SOLUTIONS AND TECHNOLOGY, COMMUNITY DEVELOPMENT SOLUTIONS, SITE-SPECIFIC ILLUSTRATIONS, AND SCHEDULE AND FINANCES. STUDENTS PROPOSED SOLUTIONS IN RESPONSE TO A PROJECT BEING UNITED STATES TAKEN BY THE HOUSING AUTHORITY OF THE CITY OF SANTA BARBARA, WHICH INVOLVES EITHER NEW CONSTRUCTION OR GUT REHAB OF A 28-UNIT FAMILY HOUSING DEVELOPMENT. THE VILLAGE IS A RAD PROPERTY THAT CONTAINS A MIX OF TWO TO FIVE-BEDROOM APARTMENTS AND THE IDEA WAS TO PROPOSE DESIGNS THAT WOULD ADDRESS THE LACK OF HOUSING OPTIONS FOR FAMILIES IN SANTA BARBARA. THE PHASE ONE SUBMISSIONS WERE EVALUATED BY A JURY OF FIVE EXPERTS IN THE FIELD. THE JURORS WHO Is ALL HERE TODAY, RAISE YOUR HANDS, AND SEATED BEFORE YOU AND THEY CHOSE THE TOP FOUR TEAMS, WHICH ARE ALL HERE. THE FOUR TEAMS WERE THEN INVITED TO VISIT SANTA BARBARA AND THIS IS A FEW PICTURES OF THE SITE VISIT. THEY SPENT THE AFTERNOON TOURING THE SITE IN THE TOWN OF SANTA BARBARA AND HEARING FROM THE STAFF, ELECTED OFFICIALS, AND MEMBERS OF THE COMMUNITY OF SANTA BARBARA. THIS IS A LIST OF THE STUDENT TEAMS AND I WON'T READ THEM ALL, THEIR NAMES, BUT YOU CAN SEE THAT THEY ARE TEXAS, KANSAS, MARYLAND AND HARVARD.
